BCDA Open Letter To Honorable Mauricio G. Domogan, A Mind Conditioning? #1MNews


It’s been very hard to comprehend the actions of Bases Conversion and Development Authority (BCDA) against Camp John Hay Development Corporation (CJHDevCo) starting from discrediting Mr Bob Sobrepeña in the eyes of the people and to influence the decision of the courts. The estafa charges filed against Sobrepeña was the damages worth P1.15 billion from owing BCDA , believing that CJHDevCo was capable of paying its annual rent which misleads the government under the terms of the 1996 lease agreement.

If BCDA amended its lease contract with the Ayala Company and extended the term for 75 years without notifying the City Government, this is a clear violation of Condition #16 which states that, “The BCDA shall effect the transfer of ownership of the land and its built-up and improved structures within the Zone from the BCDA to the Baguio City Government upon the expiration of the land-lease agreement between the BCDA and its designated developer in accordance with the policy and procedures provided by law.”

The CJHDevCo’s willing to pursue the management and development of Camp John Hay to the fullest wherein they needed documents to continue the said constructions of the unfinished projects: The Cordillera Theme Park, Forest Hill Cabins, Scout Hill, Sneider Building, Eco Village Commercial Park, 2nd Phase of Camp John Hay Suites and the Mile-Hi Town Center. Undoubtedly, the delay brings the public, the City, the Region and even the whole country at a losing end.

This delay made CJHDevCo a laming duck too, for not elevating the revenues which could give them financial turnover for the development. They could build such structures to augment the services to the tourists and Filipino people as a whole. They needed these unfinished projects to be completed in line with the CJHDevCo projection in creating revenues.

BCDA’s actions in the past really made CJHDevCo, a negative Company that cannot sustain to manage Camp John Hay and even paying the rentals. If the construction continues as what CJHDevCo expectation and BCDA didn’t interrupt, of course, building projects were already finished and revenues started to build up.

And now, propaganda of BCDA and JHMC, an open letter intended to the Mayor of Baguio Mauricio G. Domogan and the City Government of Baguio. The contents were more of “creaming the top” and making BCDA President Arnel Casanova as good Samaritan in the eyes of Baguio residents and the city government.

Moreover, it’s like conditioning the mindset of the people wherein BCDA’s an ally for them, developing the Camp John Hay as Tourist Destination creating more jobs and preserving Environmental Protection.
BCDA President & CEO Arnel Casanova, are you doing the right thing or eluding the truth? Or your open letter’s just discrediting CJHDevCo?

Developments and progress in Camp John Hay in Baguio are not realized because of BCDA but still, Casanova wrote an open letter as mind conditioning? BCDA wants the public to believe that they are partner of CJHDevco in developing Baguio when in fact it's more like just making life difficult for CJHDevCo.

    It is because of BCDA but still, Atty. Casanova wrote an open letter seeming to describe them as friends

  4. I don't know if BCDA through its CEO is telling the truth. And it is impractical for the government of Baguio City through its mayor to cover up or to deceive its people on the rightful claim of BCDA.

  5. BCDA persistently wants to be IN the picture. Cassanova's letter reminded Baguio City of its "utang na loob" with BCDA.

  6. Cassanova's letter seems like it is a "payback" time. Hopefully, everything gets resolved and people of Baguio City will not be affected of what ever the result is.
