The unfortunate series of breakdowns were aggravated by the poor, incapable and incompetent maintenance of the MRT. The maintenance and rehabilitation are truly dependent on the ways of the DOTC Secretary Jun Abaya to handle the remaining days of his government services. At the very least, the DOTC must implement all it can at the moment to ease the burden and guarantee the safety of the riding public.
The unfortunate things that happened to MRT3 management and operations were truly at the mercy of people who handled the said operations. Likewise, the DOTC Secretary never botched his never-ending reasons why these bad things occurred permanently or never giving any immediate solutions for the problems.
In the past months, the government has pushed back the bidding for the maintenance contract of the MRT3. In a general bid bulletin, the Department of Transportation and Communications (DOTC) said the deadline for the submission and opening bids for the P2.2-billion three-year contract has been deferred to October 28. The deadline originally fell on October 17. The agency said the extension aims to allow prospective bidders to prepare competitive tenders.
The continuously failed bidding had done other observers to doubt the main objective of the DOTC Secretary Jun Abaya. He made his statement that only buyout plan for MRT3 was possible in improving the dilapidated state of MRT3.
While these problems are still haunting the government, the commuters’ sacrifices will increase upon the news of renovation and development of MRT3. This renovation of MRT3 needs to be closed the operation and services to augment with the train breakdowns. The shutdown thing moved some Filipinos to negatively realized into their own sentiments and understanding. While others, conformed positively for the total renovation of the MRT3.
For the nth time, MRT3 bidding failed in getting participants for maintenance provider which it needed in running the MRT3 rail system. The outcome can never be quantified for sure because there was another scheduled bid as per DOTC announcement but never materialized. Before, another rumor was that the government welcomes unsolicited proposals on how to overhaul MRT3, rather than set bidding terms that supposedly hinder much-needed improvements in the system. The MRT3 was the least maintained than LRT1 and LRT2 metro rail system which has undergone much criticism from commuters. Bidding failure means that APT-Global still extended as maintenance provider - the DOTC preferred provider.
Moreover, some bidders complained about the strict requirements of DOTC which was impossible to attain. Others find the bidding as a ploy of DOTC Secretary so that no bidders will truthfully abide by it that Global-APT (Global Epcom and Autre Porte Technique) continues as the maintenance provider. What really amazed them was that, the people behind this APT-Global are members of Liberal Party.
The Transportation and Communications (DOTC) Secretary Joseph Emilio Abaya had done the shuffling of reasons to give much reasons why the improvement of MRT3 are kept hanging. His vested interests in gaining the fare hike moved some analysts that he’s preparing this for election 2016. The Liberal Party, in which he’s the president, needs financial matter in pursuing their candidacies. Likewise, the contracts that he’s involved are beginning to show the lies coming from all directions.
